The UK Government has replaced the UK shortage occupation list with a new immigration salary list, comprising only 23 jobs, as of April 4th. The list includes various professions such as managers, scientists, designers, technicians, artists, musicians, construction workers, healthcare workers, and animal care services. Individuals whose occupations aren't on the list can still apply for a skilled visa if their job is listed in specific tables provided by the government, meeting defined salary and language proficiency criteria. If he changes company, does the new employer need to offer the new salary set by the UK government, £38,700? What would be the implications for his new VISA and salary in this situation?

Salary requirements you mentioned was wrong. For skilled visa holders 38.5K required for visa. If salary around 24K and if you apply visa based on this salary will get rejected. Because looking for higher salary of both, in this case 38.5K salary

Please check and correct your understanding,
Any Cos issue after 4th April 2024 is standard rate.
Any COS issued before 4th April 2024 or someone holding skilled worker visa before 4th April 2024 will apply Lower Rate.
ISL list applies option D, and its minimum salary requirement is 30,960£. Which is 80% of 38,700£.
Please correct your information.
