If that initial flirting eventually turns into actual conversation, then it's a step closer to something more. I think there's too much emphasis placed on "getting the girl" or "getting the guy." That puts a lot of pressure on the person doing the chasing, and that pressure often manifests itself as nervousness and uncertainty. But if you go into it with nothing more than having a laugh with someone, the pressure drops to zero. At worst, they don't see the humor in it, so it's not like they're rejecting you. Anyway, to answer your question more directly, I think it should always be assumed in the beginning that it's just for fun. For me, most flirting early on should just be for fun, and it's not just with people I'm interest in beyond that. My primary goal is to share a light moment with someone, and I rarely have any intention of taking it any further than that. If that initial flirting eventually turns into actual conversation, then it's a step closer to something more.
I think there's too much emphasis placed on "getting the girl" or "getting the guy." That puts a lot of pressure on the person doing the chasing, and that pressure often manifests itself as nervousness and uncertainty. But if you go into it with nothing more than having a laugh with someone, the pressure drops to zero. At worst, they don't see the humor in it, so it's not like they're rejecting you.
Anyway, to answer your question more directly, I think it should always be assumed in the beginning that it's just for fun. Take it slowly and don't invest your feelings and self-worth too deeply into it. If it's meant to be meaningful I think it'll become evident over the course of just a few minutes.

I have the opposite problem. Ive had multiple experiences now where I become convinced that a girl is flirting with me, giving me every sign, and then it turns out to be not the case when I pursue it..
