If you ask Maccabi rival fans: it is because they have no actual Israelis, so they use flags to remind themselves that this team represents Israel. Even yesterday, the EL team who's Israelis scored the most points was Partizan and not Maccabi.
It was the Israeli Independence day but Maccabi was founded as a Zionist project trying to create an Israeli club that can play in the top levels when the country was barely exists and mostly full of desserts and swamps… hope that helps in understanding, at least in maccabi’s case

Same was with Partizan fans when we played in Barcelona....They didnt alow us to enter Blaugrana even so we already had tickets ...
