Hello there, Shrink-N-Repair's material is made of polyolefin and has a 2:1 shrink ratio. With that being said it will shrink as typical heat shrink would, but of course may differ based on the heat of the heat gun that you are be using. From installation to completion it should take just a few seconds.
The Shrink-N-Repair product you mentioned is not intended to seal but cover the application. If you would like to seal the vacuum line, try our Z-Block (100) hot melt adhesive along with Shrink-N-Repair for best results. actually, by "vacuum hose" i mean an actual vacuum cleaner hose. It is a Filter Queen vacuum hose with a wire coiled inside, integrated, that plugs into the vacuuum motor at one end and a motorized power bruch at the end of the wand. The hose is no longer made and if you can find one theyre oover $200. Just has a few cracks over the years. A wide tape would not reach the cracks.

Just slice some oversized heatshrink and superglue it back together.
