Its mostly common sense but to hear from reliable source gives you more confidence

@tinderinc - good point. That point is standard in most state required safety inspections in the US.
Should also look at the owner. If its a professional/senior citizen/woman, its most probably a good car.
Just turn up the radio and it will drown out some of those annoyances.

Yeah, you should inspect it well before buying an used one.
I always have my engine perfectly clean, I see nothing wrong with that.
They mean some sellers do intend to clean the Engine bay to hide any leaks
