it was bad writing: Tom had only had une semester of biology at the academy. There were many science officers aboard Voyager, but I think that the writes didn't want to have more principal characters, so they made Tom help the Doctor. Which is stupid, because Tom was already Chief Pilot. What did the other 100 crew member do all day? Samantha Wildman for example was a xenobiologist, so I don't suppose she had much to do aboard Voyager, and she had already a much wider knowledge of biology
I disagree: first they didn't make that many landing parties and explorations. Second, it was the doctor who dealt with the plagues and anything that could harm humans.

The entire audience became tense and edgy but when he left it there and didn't finish it, we all became sad and a bit depressed. In the VOY episode "Life Line" (the one with the zoo keeper comment), the EMH also uses a somewhat different version of the classic line: "a talking iguana and a voyeur flie, this is not a laboratory, it's a three ring circus; you should charge admission". I am not sure if the quote is completely accurate, but it is how I remember it. He (or it, if you like) said so after being fed up with all the holograms and doc Zimmerman; although he failed to notice Zimmerman's holographic assistant.
