You're going to need that Cenomar. Period. You're dead in the water without it. Certificate of Eligibility is done at the Embassy or Consular Agency of your country. Whatever that is.

You will just have to download the form from psa website, and then print that form and bring it to an attorney in the Philippines who will notarize a legal capacity to marry. A Proof that you are single.
