It's hard to *significantly* bias upper vs lower abs, but you'd generally want something where your hips are moving more (i.e. moving from anterior to posterior tilt) to get more lower abs, which isn't the main focus of this exercise. But you can ensure you're getting more lower ab contribution in a variety of core exercises but working to posteriorly tilt the pelvis during the concentric portion of the rep.
