Clancy Brown would have been the obvious choice, but he stopped voicing Cortex and Uka Uka, due to reasons. A pity. He was a better choice than Lex Lang, since Lex booms too much. If Lex didn't have such a booming voice, he might just nail Cortex's voice to Clancy's standards, but given that Brendan O'Brien voiced Cortex in the first game, not Clancy Brown, it's not a downside to have Lex Lang voice him in the remaster. Not sure if he's better than Brendan O'Brien, he's just different, but Clancy Brown will always be my favourite voice of Cortex.
