When you stop treatment it becomes these old cells which produce viruses that will go and infect new ones. if you started with 400 infected cells and each produces a 500 viruses in a minute then those viruses will go infect new cells which will also produce making your rebound more heavy. The cost of taking them all would also be prohibitive in most cases, either to the patient or to the healthcare system depending on location. The difference in resistance between 3 types vs 6 types may be too little to justify the cost and inconvenience
