Yes, but they were already established and it would have been a major plothole not to use them in such a desperate situation. Not sure they "won" the war for the Alliance, but they reset the board for them.
Could the victory of the ALlies at Deep Space 9 be one of the reasons why teh Romulan Star Empire finally decided to join the war against the Dominion? Also, what happened to Dukat after this battle? P.S: EXCELSIOR!

That's such a lucky save, I'd hate to be the one who'd have to fight them again when they returned in, oh I dunno, 2409 or something.
Don't forget to mention that DS9 was selected to be the headquarters to the allies' ninth fleet after operation return.
