Fry’s memories are all from his POV, so he only focuses on the bad moments and rarely draws attention to when they actually cared, and it’s clear he never knew what they did for him 2. It’s part of the soft retcon of his parents’ personality, which is more likely. In the early show, they were portrayed as a disinterested, unhinged layabout and a verbally abusive, neglectful drunk. And the reason for this was to explain why Fry turned out to be such a pathetic loser in life because of his he was raised. But as the show went on and Fry became a genuinely heroic and noble character, it made less and less sense that he could have come from two fuckups with zero positive influences on his life. So we got more episodes humanising his mum and dad to show that there was more to them that made Fry the character we love. And while it never actually contradicted the way they were portrayed, it very clearly clashed in a noticeable way, but there was really no way around it. Fry had grown as a character from the screwup he was at the start of the show and his parents did as well, which is why subplots like this about them being genuinely caring that he has a great birthday do contradict those early portrayals of them but do fit with the soft reboot they underwent to show how they raised Fry to be the man he is.
My headcannon is that Yancy was only being nice cause it was Fry's birthday.
