Yeah 13 was sus, that enchanted will implied Coven had hidden info to know ahead of time 13 would be jailed, which implies 13 is Coven. Either way 15 being enchanted as Jailor was the worst idea I have ever heard, because the real jailor would execute 13 out of suspicion
