Most outdoor faucets have an air bleeder screw that needs to be vented to let the remaining water in the line out. This is similar to holding your thumb on a straw....once u let your thumb off the straw the water can come out. Also the hose needs to be removed.
If my shutoff is near a bathroom sink, will it turn off both? Or it should just be a line with a shutoff for outdoor water only.
If you take the hose off you'll let air into the pipe and the water will drain properly.
