It was so that Humanity could study them to find effective ways to combat them in case they ever returned. A portion of the Flood's forces had left the Galaxy and was outside the range of the Halos.

(No lifeforms we're onboard though, either killed by the accident or the Halo event centuries before, though 343 was certain it belonged to a post-Halo event civilization)
