(The county assessed value would have to be astronomically different between those two identical, side-by-side properties for those two different property tax rates to occur I would think?)

First...legally I'm not allowed to give tax advice so check with your CPA. What I've been told is if you want your real estate taxes to reflect being a primary residence you need to file your personal taxes in the State of Hawaii and claim Hawaii as the state you live in.
