I love this piece. You’re right that the grace notes are tricky. I think of the right hand as imitating a violin. The grace notes are always on the down stroke of the bow. I feel the grace note should be stronger than the resolution, as would happen on the violin. As for whether to play on the beat or before, I’m not sure. I can hear it either way.

I've always played it much slower though, like 50 to the quarter note, really feeling it in more of a 4/8 vibe, like as if the eighth note is the beat if you get my drift. As for the grace note timing, I mean, I can hear it both ways, but I prefer off the beat.

No way this is a dance movement. It seems pretty obvious that it's a Turkish march - a style pretty popular in Vienna at the time given their former occupation by the Ottomans.

I think it could go slower - it's only marked Allegro moderato, which was equivalent to tempo ordinario in the 1820s, so 1/4 note = 60.
