    A Mandamus is where you complain to the Courts that a government official is not carrying out his official duty, whatever that duty is. In this case USCIS officials are not processing your application fast enough. So you are asking the judge to command USCIS to do their job or face punishment, like a fine or a finding of contempt. Typically USCIS, if in fact they have taken too long for no real reason will actually speed up the process on that one application (but it depends on the individual circumstances -)
