Why did people build there homes in a flood plain is a better question. I've seen it is AZ too. It's all good till that 100 year storm hits, then it's cow farts fault, not the imbeciles that built in a river bed.

I've been asked by out of town visitors why there is a flood control channel running the length of the valley. This storm is precisely why. Unfortunately, because it's such a rare event, developers have slowly encroached onto the flood plain to build houses.

One has some reasonable expectation that when a plat is permitted, the developers will pay impact fees to upgrade flood infrastructure in the area around the platted development; the rest is up to the county or state. Thing is, flood channels are designed with microbursts in mind that cause _localized_ flooding, and most of the dams and channels that were built at the bottom of these canyons and arroyos can handle those -- NOT a once-in-84-years event like a tropical storm. Engineers can mitigate anything -- _with enough money._ And there's the rub.

I wouldn't say that neighborhood was "buried in mud."
There was a bit of mud in the streets. This whole
storm was overplayed in the media.

This is what happens when development occurs without proper planning for overload drainage. The streets turn into floodways. The solution is generally easy enough given smarter planning for infrastructure.

Grateful when we built our home on 2 acres of desert, we built a 2 foot foundation. We are had 6 " standing water and a 2 foot deep 3 foot wide trench the rain did to the driveway. We live on a gentle slopping hill, but the water collected a foot in the goats pens, the rest washed down into the neighbors garage.

I predicted that the coast would be fine mostly due to better drainage infrastructure but the inland low elevation areas would flood.

Could have been way worse with the mud.

If it was a great job the water would be gone shortly after the rain stopped and there would be no mud.
You have very low standards. Eh, it's only mud. The house is still standing so It's all good :)
