It's a pretty big deal for a senior officer to encourage illegal workplace behaviour. It is intended to provide insurance against being reported because you are now implicated in the illegal conduct. It also serves as a reminder to the group of what behaviour is expected, regardless of the formally stated rules and policies and it's a lot more difficult to refuse than you might think. Setting an example of professional ethics that shames theirs by comparison threatens their position because someone that won't participate in unethical behaviour is also someone that might report unethical behaviour that they see. Upsetting the wrong person in this way could make your life miserable and potentially ruin your career. It's a bit like when a military officer makes a soldier participate in the execution of a prisoner or civilian. There's a good documentary from 2013 called The Kill Team (adapted into a drama in 2019) about one US soldier's experience with this in Afghanistan and the consequences of trying to behave ethically: www.imdb.com/title/tt2732932/

My Godfather was in law enforcement most of his working life. He rose to Chief in several small towns. Because of him, I got to hang around my local PD. He told me the hardest thing to do was get candidates to pass the psychologicals. If he didn't fudge them he couldn't fill positions. He also told me that a bad officer is allowed to resign because of an officer is ever actually fired, they will never work in any law enforcement again. Firing is purging the bad eggs. Forced resignation leaves the "she/he was not a good fit" argument which allows another PD to legitimize a hiring without jeopardizing liability insurance. Note: Many small cities pool their money and group self insure. If one of the group is sloppy in their hiring, they are booted out of the group or a lawsuit is not group paid. My town had that happen and they had to eat the judgement against them. One of our local citizens is receiving annual lifetime payments for his injury. I think one day he may be assassinated.

It’s amazing how they fully investigate their own for wrong doing but when it comes to them doing something wrong to a citizen they try their hardest to cover it up . Amazing.
As an outside viewer in the UK, I find that if outside influence is interfering with normal behaviour of policing then something is internally wrong. I.E justice is rotten upwards from the core.
Exactly! Why is no one concerned about going after the councilwoman for trying to fire the person who was investigating? That councilwoman is at the top of the food chain, and if she’s trying to cover up the misdeeds of cops then what else is being covered up?

This story reminds me of one of my favorite lines from a movie about a bad cop. In 'Shield For Murder', once a police captain finds out one of his own men has gone wrong he calls everyone into his office, including a reporter and tells them all, "They call us servants of the people? Well I want our bosses to know that there's a maniac running around with a police badge!"
I am happy an officer actually faced consequences for her actions but why did she resign? If she just denied like every other officer in America, she would have faced no real consequence. She should have just gotten paid leave like everyone else. Why didn't her union and fellow officers protect her like they do every other officer who is obviously in the wrong? I don't know about praising the police for properly punishing one officer. Seems like they have a couple hundred or couple thousand more cases to look into.
But if you're a regular person trying to file a complaint against an officer you'll be met with intimidation and then bullied out of the police station

Why are they allowed to resign in lieu of termination by firing especially when they break the rules/law?
Because you have a right to trial by jury and a trial would cost the city too much money for accusations with only circumstantial evidence that would not prove anything so the DA would lose the case. A DA only takes a case that they know they can win beyond a reasonable doubt. When a DA loses a case it's a bad point on their record. 😁
