Dude, just heat up a tube in the boiling water and force inject the bottom cap, you don't need a sleeve. Also cut off half of the top cap, it will be enough, but opening will be much easier. Also rope handles are lighter, just put through a hole and make a knot, soft pvc tube handles are optional.
You could cut the bolts to size and use capped nuts on the inside, or secure the nut and bolt with a washer through some thick foam on the inside so the foam around the nut is raised and protects your rod more.

Pretty misleading, not sure what country youre in but the pipe costs us $30, a cap was $6, handles were $5, the screw cap adaptor was $15, the screw cap was $10 so where u get $9 from is absolute BS.
Harambe Smith we just used the original cardboard tunes in which our rods were shipped by cabelas to carry on to Alaska. Maybe if checked they may care, but also charge a lot.
