I wouldn't recommend to a new player pick up a stunner over a limited S Rank DPS. Players don't have to stun to do damage, but they do need a damage dealer to do damage. More damage means more content cleared. Yanagi has far more value over Lighter, for a fresh account, if they don't have a preference.
I think the scores are fair. Personally going for Yanagi since I have Burnice, skipped Jane, and could use an Electric dps. Already have Qingyi & Caesar so Lighter is low priority for me. Also always been partial to naginata users 😄
Another thing to consider are the bosses. Pompey is weak to fire but strong against elec which makes yanabi / burnice combo not as optimal imo. Makes it hard to evaluate these characters without knowing what teams are needed for upcoming content. Saving my pulls in case they do something like release tower mode then try and sell an agent that provides healing for example.

Changed Burnice to an 8 and Caeser can be argued higher. Burnice is kind of like the Topaz of Anomaly if you played HSR.

This is my situation too. And since I have Grace's engine, I can just give that to Yanagi and hopefully get Burnice her engine

If you have Grace or Jane you don’t need her but if you don’t have either you should get Yanagi
I have Jane, Grace burnice but I'm going Yanagi. Grace and Burnice as sub anomaly dps
