I don’t understand why this is a question. Nobody has achieved what he has achieved with such mediocre quarterbacks. Especially the 2005, 1500 Yard 12 TD season. Jake Delhomme best season he still had a two to one touchdown to interception ratio with less than 3900 yards passing. If you call that a great quarterback, then I don’t know what to tell you. Steve Smith will always be one of my favorite players for his intensity, integrity and tenacity. I’m 25 and a colts fan, but I appreciate greatness when I see it. Just wanted to add that his best season came after he broke his leg in the season opener. This man has a dog in him!
There's mostly truth to what you're saying but the way that Carolina ran their offense back in the day was centered around the run game. To hold down home accountable for only having 3,900 yards in his best year is discounting the way the football used to be played. We have to stop letting these overinflated ego stats of today driven by a corrupt media circus be some sort of benchmark. The stats of the game today are mostly fake.

I graduated from the university of utah, he was there a few years before i was but my career actually took me to Charlotte for 6 years, half of which he was there also, so he was always one of if not my favorite nfl player, and i believe the most entertaining receiver to watch ever... he played like he was the biggest receiver in the league while being one of the smallest... he ran as if he was angry and had the greatest stiff arm in the history of the nfl if you ask me, which i can think of a couple names people might try to give that to instead of smith, but just google his stiff arms i promise your wrong, GREATEST STIFF ARM EVER! Also, i always thought he didnt get enough credit for being who i thought was the fastest guy in the nfl throughout his prime... the way Tyreek has been or Deon Sanders was considered back in the day... his combine 40 time was 4.39, so elite speed, but in pads he was THE FASTEST GUY IN THE LEAGUE, he always looked like he was in fast forward compared to everyone else, and he REGULARLY took 5 yard slant routes to the house... he looked as fast on the field in pads really as anyone except maybe tyreek...
Smith's one of my all-time favorite players. Dude played far bigger than he was, he just had that intensity, that fire in him. He was Lawrence Taylor trapped in a WR body, minus the crack lol.

But beyond the playoffs that he had an impact on the team in a way that very few players have. He was a blocker, he went over the Middle with no fear, and he provided motivation to the team around him. He passes the eye test in ways that many will never touch.
