Yes Switzerland is expensive. But proper Bachelor Master or Uni education fees are very low. Don't go for Hotel management program. You need German knowledge eventhough we have Swiss German as local language.
To get PR u need German B1 level. And at least 5 year without break. Some times it can be 10 year too

I am in Sweden since Sept 2019. Initial 2 years I worked as a researcher( with a fixed monthly salary, and no tax was deducted). Last 1 year I am paying taxes. So, in that Can I apply for PR after 4 years like in Sept 2023
