The zoltraak that Frieren and Fern use is of a different variant which is specialized in killing demons that's why they were suprised about it. Also, the combat in this series is very serious. Every fight will not take 4-5 episodes to end which makes it more realistic. Every move they make in a fight is very crucial. Think of it like one simple mistake could end each fight. About Stark and Lugner's initial confrontation, Stark and Fern chose to retreat because they could really duke it out then and there, but the Graf Granat could be caught up in their fight. The demons could've use that fact to their advantage that's why they want to prioritize his safety first.
Qual's creation of Zoltraak was such a fundamental change from previous offensive magic thats basically like moving from swords and spears into firearms. Qual's musket isnt the same as current day guns but theyre fundamentally the same foundation. So when he said "it can hardly be considered the same" he is both right and wrong.
A couple of notes. When she kills Draht, she says "that's one", but uses a number in Japanese that is used for animals/things, not people. So she doesn't see demons as people. This is one of those things, like the actual title, that doesn't quite translate. Demon magic and human/elf magic is are different, such that humans/elves can't pick up demon magic without a lot of study, hence the work needed to adapt Zoltrack. And it goes the other way were demons can't use human/elf magic spells.
I am pleasantly surprised at your self awareness regarding your expectations for battles in this story oriented anime. While battles are few and far between, Frieren has a lot of the most satisfying action moments in recent history. Keep watching and im sure you will not be disappointed.

Well, at least you're aware that you've apparently contracted a case of "Shounen Brain": a widespread neurological disorder known to dramatically reduce the attention spans of those affected in addition to causing feelings of indifference or contempt towards fictional characters developing complex interpersonal relationships, showing emotional vulnerability, being introspective, going through personal growth or generally just acting like actual human beings. I recommend you continue to branch out to anime and/or other media that doesn't revolve around (mostly) teenage boys either fighting or over-explaining the mechanics of their fighting abilities both between and during fights. It may take some time, but it's possible you'll eventually make a full recovery. (Don’t worry, I’m just kidding (sort of..), I realize the more well-revered shounen _do_ still care about meaningful characterization beyond just fighting - despite (as its name quite literally implies) intentionally being focused around whatever will have the most broad appeal to adolescent males.)
