Honestly, I thought this was a real game for the PS1 when I first saw it.
They captured the look and feel of a 90s mascot platformer perfectly... with just enough joking around to let you know it's a joke.

it was made to look old, like an n64 game was the look they were going for
Game Jam people are like the Beatniks of the game development industry, in a way. In that, these are people with enough experience to create their own video games, but they also do social commentary in the video game world. A lot of their experience is to make games that could qualify as "artistic" as well as obtain more experience, so that they may become part of the next generation of game developers.
I think the low resolution and warped textures are meant to look more like a PS1 game if anything
Yeah, it's most definitely supposed to look like a PS1 game; the N64 and PS1 both had a standard resolution of 240p, but the PS1's signature look is defined by warped textures and jittery polygons (due to the PS1's lack of a Z-buffer), both of which are pulled off quite well in Yo-Noid II (to the point where Triple-Q has described it as a good example for how to make a convincing faux PS1 game).

I figured this is probably the best place to post this, but I want to get the word out that the developers behind this game are working on a new one with a similar mechanic of swinging around in platforming environments, while also retaining that PS1 aesthetic. The game is called The Big Catch, and right now they're running a Kickstarter. I hope you'll give their Kickstarter a look at the very least, because this game looks like a lot of fun, and I loved Yo! Noise 2

Cheese, crust, sauce. Those were the words that were required, those were the *ingredients* that were required. The Noid stood apon the sauce-filled altar, knowing what he was summoning. He dropped the cheese in, and starting stirring with the crust. After a couple minutes of stirring, the sauce glowed a bright red, and The Noid screamed as he dropped the pepperoni in.

Arising from the sauce, a woman stood up, a woman singing a robotic song. For it was her, *Hatsune Miku.*
