- This is a simple demonstration on how to get all the Sniper Rifles at the very beginning of the game.
NO CHEATS and no mods were used.
This is a completely legitimate game.

2:46 Sniper Rifle #1 (Jefferson)
5:53 Sniper Rifle #2 (Mulholland)
6:46 Sniper Rifle #3 (Vinewood)
9:21 Sniper Rifle #4 (north of Whetstone - San Fierro)
11:28 Sniper Rifle #5 (Downtown - San Fierro)
17:04 Sniper Rifle #6 (The Four Dragons Casino)
18:06 Sniper Rifle #7 (The Clown's Pocket)
19:25 Sniper Rifle #8 (Julius Freeway North)
The Sniper Rifle north of Whetstone will respawn again after 45 seconds; all other Sniper Rifles will respawn again after 6 minutes.
Due to the fact that the Sniper Rifle north of Whetstone is created by the data files and not the game scripts, there's a chance that that Sniper Rifle might not appear on your game, and that happens when new games are started after loading an existing saved game. There r two snipers in Mulholland another one is back of home near swimming pool
The rifle that's near the swimming pool is not a Sniper Rifle. It's called a Country Rifle (or Cunt Gun).
The Country Rifle is NOT a Sniper Rifle.

As I already stated in a previous comment, I showed all of the locations of the Sniper Rifles. Nothing was missed.
If you believe that there was another Sniper Rifle location that was left out, then you'll need to cite your source for that. Post a link or an in-game screenshot.
