To me there was only one factor for comparison that mattered: I am an Austrian studying full time in Belgium. I started my studies in the first full year of covid. And let me tell you, Belgium is such an understanding and lenient country, where the government doesn't try to make your life hell. The measures were so relaxed in comparison to my home country, where my friends and family couldnt even go out without an ffp2 mask. Everything was closed whereas in Antwerp we even had cafes and restaurants open with tables and heaters outside, for those who are not vaccinated. No one was shamed for any choice they made.
