Tony Rice plays the song with a capo on 1st fret! It's definitely a little rare to see capo 1st fret in bluegrass but there's no other instruments on this record. Tony probably just liked singing it there better!
tony is good but he does not do whats on Maria Muldaur recording feel is way better even then the original go back and have a listen to swing also listen to hank garland way better for this feel

The downstrokes on the chords are to demonstrate he's not only feeling blue, but he's also feeling a little down. ;) Excellent video as always!
Tony Rice invented the blue note just so he could play it with a downstroke.
