A language is when two speakers of different languages CANNOT understand each other.
Example: A pure Tagalog speaker cannot understand Bisaya speaker and vice versa.
      Example 2: English to Arabic
A dialect is when two speakers of different dialects can converse to each other with some minor difference.
Example: A Cebuano speaker from Cebu and Bisaya speaker in Mindanao can understand each other with some difference.
Example 2: American English to British English

Nadarang hhahah r u sure??? If u say language?? It is spoken by so many people of not specific place only. If you say dialect it is specified spoken at a specific places
Dont act like you know the difference of two because you don’t

When we say Dialect or Dayalekto sa Filipino. Dayalekto ay sinasalita sa isang pook lugar which is Hiligaynon ay isa sa mga Dayalekto, Aklanon at marami pang iba. Ang language ay sinasalita ng nakararami. Katulad nalang dito sa Pilipinas, Tagalog ang ating lenggwahe.

I envy you two beacuse you can speak Hiligaynon so fluently like the Ilonggos. Even though I'm a Filipino, I can not speak that language, yet we have also our own language which we call it Ilocano here in our place, that's 250 kms. north of Manila. When I was still working in Manila, I have a lot of Ilonggo friends, and I love to hear when they are conversing with each other. We call their language "malambing"(romantic) beacause even though they are upset and out-tempered their conversation still sounds chill.
