Why I never heard about him before? As an Argentian,i feel so honored by the fact that they used actual things that happened in our country for his back story. The impact of the dictator's government is still strong to this days,since hundred of families lost their loved ones and a lot of grandmothers are still looking for their grandchildren and in school we are taught all about it so no one will forget about what happened in honor to the victims. I kinda like the idea that the more lion-like imagery with Sebastian is a sign that something is *wrong* with him receiving this power. He’s not really supposed to have it, and so it’s having to kind of mutate around him to fit into the slot properly.
This is not the last cheetah. There is Sergei Minerva from Amalgam Universe (DC + Marvel), Cheetah from Ame-Comi (anime-inspired take on the women of the DCU) & ESTEBAN CARRACUS (CHEETAH from Marvel). There must be other characters too that I don't know.

If memory serves, the Phil Jiminez run was supposed to be twelve issues, then got extended to twenty four. So killing Sebastian off was possibly a clearing of the decks to allow the next writer a clean slate. Remember Trevor Barnes? UN diplomat she was getting into a relationship with. And then suddenly they were breaking up because it hadn't worked out between them. I was thinking...why? We never really saw what happened with that relationship in between. And then Trevor got killed off by Walt Simonson in his six issue fill story that followed. I wouldn't mind to see Sebastian again though, because who hadn't been created at the time of his first appearance? El Gaucho, the hero of Argentina from Batman Incorporated by Grant Morrison. So Diana can have Barbara as her arch enemy, and he can have Sebastian. It would be cool.
And the real villain of the Jimenez run was Circe. Sebastian and Silver Swan were simply her superpowered stooges. Sort of like an evil Fantastic Four (OK, Reed's family aren't his stooges but sometimes he treats them as if they were) led by a Wizard and not a Scientist.
A middle-aged male virgin, who despises those he feels are beneath him, suddenly given more power than he ever should be allowed has now been emboldened to loudly proclaim his misogynist thoughts... It checks out. It's not good, but it doesn't necessarily stand out as coming out of nowhere. However, the constant 'men are better than women' nonsense being included in the Wonder Woman series could feel like it's coming out of nowhere for fans. It definitely doesn't make this character one you want sticking around for long.
The real life backstory was very interesting. I'd like to see a video of a compilation of real life inspired superhero storylines relating to that. Male cheetah definitely had to be a virgin a get married to a God and they said nothing about that! I'd like to think maybe they missed out on a progressive villain idea.
That's kinda not smart. Aside from that being a retcon to a retcon. No one talked about the other cheetahs sex lives. The whole God thing wasn't even necessary. And even in ancient times you didn't have to be a Virgin to get married.
Once you run out of DC Cheetah cat folk, you should take a look at the short lived Jaguar from Impact Comics--it was a DC imprint that revived mostly Red Circle/Archie Heroes. I loved their work on Legends of S.H.I.E.L.D. and The Web. I was a fan of The Comet. Jaguar was a stand out. The original lineup was longer lived than the later revival attempts from DC and Archie. Please wear cat ears for the Jaguar discussion, just thematically appropriate. :)
A male Cheetah could be an interesting idea, as could the business tycoon antagonist angle. And his nationality and origin had some potential as well. But it feels like there wasn't much actually done with him at the end. Having a male antagonist in a WW story be a chauvinist is kind of lazy, albeit adequate. Veronica Cale was at hand and sort of made the business angle redundant. And I don't think that we get much of even hints on what Urkaztarga feels about either Sebastian or Barbara. All in all, considerale promise, little actual execution.

Honestly to me the most interesting aspect of the character was that he was a fellow Argentinian, and we are rarely represented in american comic books (sidenote: in the comic where we learn his backstory we can see WW fignting alongside an argentinian superhero group called Super Malon who first appeared in the Flash Annual Vol.2 #13). And on that note I really liked your little tangent on argentinian history. Very good research!
I TITALLY agree with your assessment, Shasha; I suspect that Jiminez was influenced by editorial fiat ("hurry up, Phil...there's no time for layers"), since he's usually more careful than that about his villains. I wouldn't mind Ballesteros returning, although I was playing around with an idea for a male Formicida (THERE'S a deep dive for ya...)

Love the dynamic of a male cheetah/ him becoming the cheetah. Wish he could have been handled better for a longer run. Working on getting in shape to do a cosplay of him as Cheetah once comic cons can happen after this hot mess.

So that aspect of the character didn't bother me. I liked the character OK enough at the time and was genuinely surprised when he was unceremoniously killed off only a few issues later. My biggest gripe about the male Cheetah was his origin: "The Plant-God" Urzkartaga is literally just a tree sitting in a pot of dirt. How do you bargain or "negotiate" with a plant? How did Sebastian acquire Urzkartaga in the first place? None of that is ever explained in any detail.
