9.9 HP Yamaha outboard stalls on idle

I changed oil in upper and lower units, impeller is new, I replaced spark plugs, but still it doesn't want to idle, epecially under load, wants to sputter and shut off. In the end it got a little bit better after spraying with carb cleaner, but still it vibrates and sputters a bit. I'd appreciate any advice on how to make it run smoother. Should I adjust idle RPM? Is there anything else wrong with it? The engine is 1989, used on a sailboat fur just several hours per season. When I got it 3 years ago it was fully services and looks almost new inside.

Why don't you take the carby off and clean it from the INSIDE! Spray carby cleaner through every f thing once you have it totally in pieces !
