That is a mascot of Megadeth much like Eddie for Iron Maiden. Pretty much on every cover, although Megadeth as far as I know haven't put him on stage like Iron Maiden has done. Pretty much the whole backdrop for the Power Slave tour was a mummy version of Eddie in full on giant size.

This song is to do with a top secret hanger at Wright-Patterson Air Force Base in Ohio, which is alleged to have UFO Technology and aliens.
