Ironically, MLS has been a goal of Indy Eleven for a long time. But this would cut Indy Eleven out and instead, a new ownership group and new team would be brought in. Long story short (and it's a LONG and complicated story), this whole thing is a power struggle/real estate beef between the Mayor/MLS and the Indy Eleven owners, with the BYB caught in the middle.
