I would argue that shimmer (and the ideologies/culture that followed from it) harmed Zaun way more than piltover ever did. I mean, we literally saw what Zaun would have been like without shimmer, in ep7. It also looked like piltover had removed the apartheid-like policies separating the undercity from topside. IMO, The Doctor is the real villain of the series, not piltover, as evident by ep7
