Be careful, do a quick scan after the recommended actions, if it works you'll get a message that a virus is trying to disable windows defender. You should then choose to allow "DisableAntiSpyware" and not to quarantine it or delete it from the registry. Then restart windows and you'll have windows defender deactivated.
