Paul could definitely talk well. But his answer was basically, "you couldn't understand or know all the inner workings of the policy" which means he can't explain it satisfactorily to the question, but the idle listener would think Paul's oratory was much funnier and convincing.
More likely he wasn't going to slam Tingle against the fence. How old was she then? 25? How long out of Uni had she been? There would have been no honour in attacking Tingle - but slamming a bunch of incompetent adult men clutching onto any straws - that's sport!
