They can't pay a local the same rate as they do foreigners, and from their perspective why would they? Why would they pay a local double the amount of what they can get out of a foreigner? So I think more locals would most definitely apply to work construction actually. It's just the cost is too high to pay for Core Tech. They would rather make more money off of Filipinos.

Thank you Planet Guam from Saipan I would constantly question my filipino coworkers about their life back home and would get mixed answers: "I wouldn't have moved here if life back home was easy" "life is good in the Philippines, very cheap, and live off the land growing kamote" So yeah some of them aspire make a new life and some of them just want to make money to send back home.
