Evil Ryu has increased strength and speed along with a different super combo; The Shun Goku Satsu. Ryu is just the original who hasn't been consumed by evil.
Evil Ryu has the following actual differences: Evil Ryu can do his close hitting normals by holding back on your controller and pressing the various attack buttons. So he can do a close standing hard punch regardless of how close he actually is to you. This makes controlling him more technical because he does not have context specific normal attacks at close range, you have to manually do them. Evil Ryu also has more juggle points on his moves, such as his hurricane kicks having the possibility for follow up hits if the opponent is airborne. He has lower defense so he loses health quickly, as one person actually pointed out. Another thing pointed out were some additional specials, basically he gains several Akuma style variants of Shakunetsu Hado/Red Fireball, a teleport, and the raging demon. Evil Ryu also has the hopping kick that regular Ryu had from Street Fighter Alpha 2 and 3. In essence, Evil Ryu deals and takes higher damage, takes higher stun, has most of the traditional Evil Ryu specials from past games, and he has some mechanics from the Alpha games, the most unique coming from V-ISM where you have control of your proximity normals.
