The way I interpreted this movie: she is so lonely and created her imaginary sister. When the father left and she came out of the house, stranger (in the car) saw her and adopted her. When she grew up, she realized that "the sister" is just an imaginary hence the letters are never read. But, bcoz she is adopted, now she has the real sister (the one inside the cab wearing same bracelet as her). :-)) my imagination, Lol!
You know what I think happened? Perhaps the older sister was already dead. Maybe the little girl was always imagining her to get the feel of what it would be like to have a sister around. So when the taxi came back it really was a symbolic meaning that the little girl has joined her in death...hmm just a thought!

The bracelets were friendship bracelets that the little girl made for her older sister. In the end, the little girl grew up and ended up living with her.

On the night that her father abandoned her her older sister came to visit in that car. years later the little girl visits her house and you can tell it was her because she is wearing a hearing aid. at the end her sister is waiting for her in the car because she is wearing the same bracelet her little sister originally made for her.
the question is Why would she be a ghost ? No one was killed thankfully. Her older sister just came to visit from time to time and her little sister wasn't hit by the car so they both were lived at the end
