He won't be optimistic about a crane when he gets the bill. I think first, as long as he's sitting there unable to float it, he needs to get busy replacing the cooling system hoses and whatever else failed in his engine or he's gonna wind up in the same situation if not worse.
It's called "The graveyard of the Pacific" for a reason. Many of the shipwrecks documented in the area were caused by a sudden change in the wind. If you visit the Columbia River Maritime Museum in Astoria, there's a big map in the entrance marking hundreds of shipwrecks.
