That's why we tell people to check the requirements for whichever airline they're flying. One of the European airlines has a restriction of 12" x 8" x 8" which is basically a shoebox. We fly as little as possible (in 9 months of full-time travel we flew 4 times) and it's usually long flights/big planes. My personal item is an Osprey Daylite 19l pack which is oversize if stuffed full yet still fit fine under the seat on a Dash-8 for a regional connecting flight in Canada
We have the Boarding Blue bags for under the seat on United. It is those exact dimensions. Only problem is it is top heavy. So if on top of another case, make sure you don’t let go!

United's personal item is very small. It's 17x10x9. None of these can be used on United.
