That's nothing unusual, can happen in any city in Europe. The world is changing. Arriving in the US, at the customs they look at you and ask questions as if you were a criminal.

Also Jaywalking was not enforced for 20 years after passing the law because the police feared a judges ridicule for enforcing a petty law... A woman mouthed off to a police officer, was charged and it has been enforced ever since... ,Maybe...

Hey Igor - make sure you don't get another административное правонарушение within the next year or else you might get a запрет на въезд when you cross the border - if you get 2 or more fines in one year it can cause problems for you if you want to stay in Russia long term

@@Igorinrussia I found this on a website called "all-migration" (basically don't get another fine within the next three years - stay away from scooters. If you get another fine, technically you could beg a judge to not give you the entry ban, but you don't want to end up in that situation):

Въезд в РФ иностранцу не разрешается в случае, если иностранец больше одного раза в течение трех лет совершал любые административные нарушения на территории России (пп. 4 ст. 26 Федерального закона от 15 августа 1996 года N 114-ФЗ МВД). При этом не имеет значения, оплачены штрафы за них или нет.
Если иностранца заметила полиция за распитием спиртных напитков, то это административное нарушение. Курение рядом с метро - административное нарушение. Участие в драке - нарушение. Переход дороги в неположенном месте - нарушение.
Поэтому иностранному гражданину важно соблюдать не только миграционное законодательство, но и любой другой российский закон.
