The Lowes equivalent of Sonotubes are much cheaper. Also when ordering concrete use a vibrator and a slope of about 6" to get the concrete into the footings. Only vertical rebar is needed because of the type of stresses that might be applied to the pier.
Usually not necessary with a deck. When you build a house before you lay footings that’s when you get a soil bearing certificate. If you pull a permit they will let you know what is required. Hope this helps
