Born and raised in Miami. The map is pretty well done. I actually drive through part of the area they took from Miami into Vice City every week. They really did their research on Miami, especially the ocean drive area, which is a parody of South Beach (where Tommy’s hotel is). To answer your question, sometimes the water gets a little bit blue like in the game but not very often. It’s usually very dark. Also, there actually does exist a little Haiti (which I went to school in) and a little Havana. No, the Cubans and Haitians aren’t always shooting at each other all day.The locations are a bit off, but they do exist. Basically The Vice City map is a VERY small area of Miami and if GTA VI comes out in Vice City, I hope they use a lot more of the city. Starfish Island where Tommy’s mansion is, is based off Star Island, where many rich people live as well with some very nice houses in the millions.
Vice City is a parody and exaggeration of the memorable elements of Miami in an ultra compact map. In reality, I think Vice City could be built in a 1:1 scale replica and it would work as a big "Theme park resort" with the theme being "Miami"
I thought Ricardo Diaz was an interesting antagonist in Vice City. Heck he’s the reason why Tommy Vercetti would end up becoming: a major criminal boss of Vice City.
The thing I liked about Diaz is that he's basically the exact opposite of Tommy Vercetti. When Tommy is patient, Diaz is hot-headed and impulsive. When Diaz is controlling and domineering, Tommy is restrained and permissive. Even visually, they look like contradicting forces - Diaz is a decrepit, greasy slimebag who wears a bright red Hawaiian shirt with symmetrical white flowers on it and beige khakis, while Tommy is a lean, well-kept 'businessman' who wears a light blue Hawaiian shirt with dark blue flowers in a random pattern and dark jeans. It's a great little piece of visual storytelling that lets you know exactly what the relationship is between the two - Diaz is the older scuffed model who is about to be replaced by the younger, more efficient Tommy.
13:58 it was very funny Tommy starts to taunt after you shooted at the police before running away Which make no sense is Lance say he hates his name but we hear him saying "it's time for the Lance Vance Dance!" during the mission.

In reference to your question on 15:38, Vice City was more Miami Beach, Star Island, and Downtown Miami. Lots of people mistake it for the entire county, when in reality, Miami-Dade County is much much bigger. It's basically where all the tourist traps are and very watered down, since downtown Miami has I95 that cuts right through. Overall, yes the water is that clear, for the most part.
