Theres some components that you shouldn't wash like lcd screens but vast majority if main boards in devices don't have anything that water will ruin. Those small pjezo speakers come with a sticker over the speaker hole just so water can't get inside during manufacturing.

You can technically wash the components if they fry long enough afterwards, when there is definitely no water left inside the components, then you won't have a short circuit. So washing the components is technically doable but I wouldn't recommend it.

Washing a mother board in water isn't necessarily a bad thing. You just have to make sure that you take out every single electrical pieces that is suseptible to water damage. The pcb it self are safe to be washed with water. But make sure you DRY them properly to the 100% so that when you assembly them again there won't be a electrical short out because of the water.
