You supposed to check the level between 35C - 45C, checking it over 45C the fluid is too hot to get an accurate flow.

Did you add any sealing grease to the gasket or is supposed to make dry contact with the transmission housing? 4:40
the filter comes with a rubber gasket

Is that a steering wheel from the a5 beetle ? What did you have to do to get it to work? New clock spring and airbag ?
Yes! From 2012 Beetle. The airbag is not connected yet, only placed. The horn is working fine.
Was the motor running when you were checking the fluid?
Yes! The motor is running after adding the second quart of oil
