Which is why they provide electricity, water, infrastructure, food, medical aid, vaccinations and this other stuff to their enemies who keep attacking them. And that's also the reason why Israel gives evacuation orders before their attacks, so that civilians can flee. That's why they try to find new methods of keeping the civilian casualty count as low as possible (and succeeding, considering they have one of the best rates in history)
