Usually, when an NPC denies access so vehemently, it means you haven’t unlocked that part of the map yet. I’m pretty sure the player needs to resolve a main objective before coming back to that location.
I like how the cameraman asks "who are you that I have to listen to you?" in such a manner that it feels like he'd actually listen to him- if he just knew who he was.
It's not emotionless, he's nervous AF. He's never tried to exercise any level of authority on a stranger before, especially not one that's obviously physically more imposing than he is. This quest stumped me too at first. You have to tell him "ok, I will go back" and he will immediately disengage you and walk into the bathroom. At that point you have to pickpocket his key while he is at the urinal and proceed to his office using the now unguarded elevator. If your lockpick skill is high enough you can bypass the pickpocket option and proceed directly to his office using the elevator. Don't forget to grab the skill book on his desk after you retrieve the sensitive files.

Then use the Cottonlark Feather to tickle the man’s undercarriage when approaching from behind. You’ll be able to get the key even if you’re Level 1 Pickpocket.
there is no expectation of privacy in public. publicly funded and publicly accessible buildings indeed fall under first amendment proection. you are also constantly being recorded out in public by comercial and private security, traffic, private and public dashcams, teslas etc. i wonder when the last time you signed a release for any of those recordings?

Unfortunately there's a bug in this building that causes the audio to be inconstant with user settings, also explains why top tone of the NPC's is much more hostile than other locations. Expect a patch in the remastered edition full release.

This guy goes around exercising his rights and bringing awareness. Actually scary how many police show up also thinking its illegal and making a fool out of the whole department.
I think most of the police are fully aware that it's legal to film in alot of these places, they're just so used to getting people to do what they want through either threat of violence, intimidation, or color of law that when confronted with someone who knows their rights it damages their ego and they just won't stop trying to control that person because they need to make the ouchy on their ego go away and mommy ain't there to kiss it and make it better.
