To be fair.... All three of them were prototypes... Their level of refinement feels more like technology testbeds before creating a more viable prdouct.. they had a respiratory implant in the movie, replacement limbs, ocular enhancements, and of course the nanites, but the nanites were more of a general enhance everything deal that hadn't been properly developed yet. If I was to guess I'd say in this universe they had a sudden breakthrough in nanotechnology and decided to refocus the budget on developing that tech while the old soldiers were kept on retainer due to their contracts and only received upkeep work. Then went "Hey we need to housekeep or our developers will potentially be compromised"(or their contracts weren't restrictive enough). Figured they'd get test data while they were at it and proceeded to not plan steps 3-4 on their way to Step 5:profit.
The way I see it, the whole cyber-wounded-warrior schtick was just a scheme to get the peace-niks to sign off massive government money they wouldn't have wanted to see going into new weapons tech.

My opinion a more lucrative line of investment is regenerative treatments and enhancement treatments(nanites in, treat, nanites out). Public would love the medical side and you could make military personnel jump straight to their "peak performance" without the hassle of a nigh-unstoppable madman running around murdering people. Not to mention it keeps the look of humanity without the no doubt insane upkeep cost. A cyborg looks scary, and a nano enhanced can look horrific, but an attractive soldier who is in amazing shape? That's something you could put on a recruitment poster.

Since they overclock the result might be much more increased energy consumption. So thats why its bad. And they needed to overclock cuz this much damage will spread them out way too far apart and they might not be able to recconect. So they needed to increase the speed.
This is one of those really cool moments that only works in this specific situation, and it's just so fun, especially with home hitting 0%, and for this moment alone, that's fine because he doesn't need it to end the other guy.
Honestly I wish Jason David Frank was in the role instead. This was created before he passed and he had already played Bloodshot so he was familiar with the character how to act as him and he even looked more like Bloodshot then Vin did.

*The final scene where he tanks the 40mm rounds and regenerates was the only good & cool moment in the entire film and I came here for just that*
